Британский парламентаризм претерпел существенные трансформации в связи с вопросом о членстве Британии в ЕС. «Европейский вопрос» разрывал Консервативную партию изнутри с первых шагов европейской интеграции, но в преддверии и особенно после референдума 2016 г. затронул способы и методы функционирования парламента, острая борьба в котором, отражая раскол в обществе, прошла сквозь линии меж- и внутрипартийного размежевания. Противоборствующие силы сторонников и противников членства Британии в Европейском союзе использовали лазейки в руководстве по парламентской деятельности и процедуре (Erskine May), превышали должностные полномочия и нарушали правила, обычаи и конвенциональные установления неписаной конституции Соединенного Королевства, особенно в правление Б. Джонсона. Политическое поведение бывшего лидера тори и премьер-министра уже после отставки в связи с парламентским расследованием в отношении его заявлений Палате общин относительно вечеринок в период локдауна углубило раскол в правящей партии, снова дало стимул противостоянию низового и высшего звеньев партии, что окажет воздействие на выдвижение кандидатур от тори к всеобщим выборам и ее электоральные перспективы на фоне тяжелого экономического положения Британии. Злоупотребления властью, недовольство брекзитом и методами правлением тори позволяет сделать прогноз о реформах в парламенте, вероятности реформы избирательной системы в случае победы лейбористов на следующих всеобщих выборах.

British parliamentarianism has undergone significant transformations due to the issue of UK EU membership. The “European issue” tore apart the Conservative Party since the first steps of European integration, but on the eve and especially after the 2016 UK EU referendum, it affected the ways and methods the parliament functions, a sharp struggle in which, reflecting the split in society, passed through the lines of inter- and intra-party divisions. The opposing forces of supporters and opponents of Britain’s membership in the EU used loopholes in the Erskine May manual of parliamentary activity and procedure, exceeded official powers and violated the rules, customs and conventions of the unwritten constitution of the UK, especially during the government of B. Johnson. The political behavior of the former Tory leader and PM, after his resignation as MP in connection with a parliamentary investigation into his statements to the House of Commons regarding parties during the lockdown, deepened the split in the ruling party, gave fresh impetus to the opposition of the lower and higher levels of the Conservative party, which will have an impact on the Tory nominations for the general election and its electoral prospects against the background of the difficult economic situation in Britain. Abuses of power, dissatisfaction with Brexit and the methods of Tory rule allow to make a forecast about reforms in parliament, the likelihood of reforming the electoral system if the Labor party wins the next general election.
